The All Trusts Cooperative (ATC), a Joint Labor Management Initiative working with trustees, administrators and other stakeholders to benefit plan sponsors and participants.

We invite your participation in this important coalition which lowers health care costs and improves healthcare outcomes for self-insured plan participants.

The ATC is a non-profit public benefit corporation with tax-exempt status as a 501(c)(4) organization. The ATC expands the work and accomplishment of the Sutter Class Action lawsuit.  Plaintiffs in the Sutter Class Action obtained the following:

  • $575 million in damages.
  • Limits on the amount Sutter can charge patients for out-of-network services.
  • Increased transparency by permitting employers and self-funded plans access to pricing, quality and cost information.
  • End all or nothing contracting deals, thus employers and self-funded plans are no longer required to include all of Sutter’s hospitals and facilities in their network.
  • End anti-competitive bundling of services and products, which forced employers and self-funded plans to purchase more services or products from Sutter than were needed.

ATC is continuing this momentum to elevate affordable health care as a higher priority in our communities.

We operate under a simple premise: Every dollar saved, earned and recovered translates into improved or added benefits for plan participants and lower costs for contributing employers.

The ATC serves to control costs, combat the exploitation of self-funded plans and provides a voice of advocacy for the self-funded plans and plan participants.

Below are ATC’s successes and ongoing projects:

  • Voluntary purchasing coalition leveraging power to negotiate better terms and conditions from PBMs, PPOs and other service providers.
  • Continuing healthcare infrastructure initiatives facilitating equity ownership for Trust Funds in companies providing services to fund participants.
  • Identifying best-in-class service providers and cost-saving strategies.
  • Revealing abuses in the cost or delivery of health care which may warrant litigation.
  • Advocating for and pursuing legislation to lower healthcare costs.
  • Coordinating activities to benefit members’ participants.
